This may have the effect of automatically restoring equilibrium. In such case, the value of local commodities falls from foreigners’ perspective making them more attractive abroad hence increasing export and value of foreign goods increases from domestic perspective making them less attractive locally. Both could lead to an improvement in the balance of payments situation. Floating Rate may decrease inflationary pressures and improve international competitiveness. A floating exchange rate can reduce the level of inflation in LDCs like Bangladesh. Allowing the exchange rate to float freely should ensure that exports do not become uncompetitive.The basic idea comes from the Purchasing Power Parity theory. A high rate of inflation tends to make the exports uncompetitive. ?To keep pace with the other markets in South Asia where India (in1998), Pakistan (in 2000) and Sri Lanka (in 2001) have already introduced the floating rate system. Donors had also been putting pressure on Bangladesh to go for the floating exchange rate system and reportedly, obtaining foreign assistance from them also depended somewhat on introducing the new floating exchange rate system. Hence, it can be argued that pressure from the IMF and the World Bank was an important factor behind the regime change. ?Involvement of the government would stop under the new system where market forces determine the actual price of taka rather than the finance ministry or the central bank. CURRENT EXCHANGE RATE SYSTEM OF BANGLADESHThe Bangladesh Bank (BB) set foreign currency exchange rate band free from any regulation on May 29, 2003. It came into effect, officially from June 1, Saturday, when banks started to fix buying and selling rates of dollar and other currencies according to supply and demand situation under the free-float system. The BB however said that it would keep an eye on the market and intervene in money market and US dollar selling and purchase transactions whenever needed. The BB also said that it would deal with banks on dollar on a case-to-case basis.Though the official change came on May 29, BB was effectively pursuing the freely floating rates and did allow the banks to determine the rates for the past one year. The observed volatility was not significant during this period, wh ich encouraged the BB to take this long awaited step. The attraction of a floating exchange rate system is, that at least in theory it provides a kind of automatic mechanism for keeping the balance of payments in equilibrium. Besides, progressive devaluation of the Bangladesh currency, arising out of the fixed exchange rate, has been a regular feature during the last three decades.The devaluations and their effects on the economy subjected the governments to regular criticism by those affected by the same. Under the floating rate system, the need for such official devaluation of the currency will cease. However, the finance minister indicated that the new exchange rate system will not be totally devoid of official influence. The Bangladesh Bank is likely to resort to buying and selling of foreign currency from time to time to indirectly play a stabilizing role in exchange rate operations. A STUDY OF INTERNATIONAL TRADE IN BANGLADESHThe study evaluates the impact of exchange rate over international trade of Bangladesh in different point s of concentration. The study level includes the following aspects and elements of foreign trade: Exchange Rate More than a decade Bangladesh pursued a flexible exchange rate policy. Beforehand, the exchange rate of Taka used to be attuned from time to time to keep it competitive based on the rate of inflation and movement of exchange rates as well as trade weights with partner countries. Introduction of free float exchange rate since May 2003 did not fetch in any major instability in the economy so far.Although, the US dollar linger stronger against Taka during the period of late 2003 through April 2004 but the situation after that did not aggravate and the value of Taka remained stable between May 2004 to August 2004. Since August 2004 Taka showed stability and from August 2004 to March 2005 Taka showed some resilience against US Dollar. Despite the rapid development of private sector with increasing credit flow; much higher growth in import of capital machinery and primary goods due to devastating f lood and hike of the oil price in international market were mainly responsible for the fluctuation of exchange rate.Due to constant monitor and supervision by the central bank of Bangladesh and booster of greenback into foreign exchange market the exchange rate remained stable. On June 30, 2004 the official and interbank market exchange rate of Taka-Dollar remained firm, whereas, the value of Taka was 59. 30 and 61. 50 correspondingly. Even though, in open market the dollar was charged comparatively more than interbank market exchange rate. However, on June 30, 2004 the exchange rate of dollar was moving upward slightly from Tk. 61. 0 to 62. 20 in this market. Foreign Exchange Reserve The development of export earning and significant rise of remittance from the expatriate of Bangladeshis resulted in the voluminous stock of forex reserve in the country. S. dollars in July this fiscal year 2009-10 (July 2009-June 2010) while earnings from exports stood at 1,442 million U. S. dollars during the same period. Balance of Payment A country’s balance of payments is commonly defined as the record of transactions between its residents and foreign residents over a specified period.Each transaction is recorded in accordance with the principles of double-entry bookkeeping, meaning that the amount involved is entered and each of the two sides of the balance-of-payments accounts by Koray, F. , and Lastrapes, W. D. (1989). Boosted by a surge in remittances, Bangladesh’s overall balance of payments surplus reached 694 million U. S. dollars in July, the first month of the current 2009-10 fiscal year, the central bank data showed Monday. The overall balance of payments (BoP) surplus of the South Asian country was 217 million U. S. ollars during the same period of the previous fiscal year 2008-09 (July 2007 – June 2008), according to the statistics of the Bangladesh Bank (BB). For robust growth in remittances, the BB data showed, the current account surplus surged to 609 million U. S. dollars in July compared to 264 million U. S. dollars of the same period a year ago. It showed flow of net foreign direct investment, which stood at71 million U. S. dollars in July against 100 million U. S. dollars of the corresponding period of previous fiscal, also contributed to keep current account balance remain healthy.But the central bank data showed the financial account balance stood at a deficit of 32 million U. S. dollars in July against the deficit of 221 million U. S. dollars in the same period in last fiscal year. The BB data showed the country’s remittance inflow grew 8 percent to 886. 39 million U. S. dollars in July, which also helped offset the impact of the trade shortfall. Sequent, the sums of the two sides of the complete balance-of-payments accounts should always be the same, and in this sense the balance of payments always balances. However, there is no bookkeeping requirement that the sums of the two sides of a selected number of balance-of-payments accounts should be the same, and it happens that the (im) balances shown by certain combinations of accounts are of considerable interest to analysts and government officials by Cushman, D. O. (1988). It is these balances that are often referred to as â€Å"surpluses† or â€Å"deficits† in the balance of payments. The balance of payment of Bangladesh during the time period of 1990-00 to 2006-07 is shown in the table. EXCHANGE RATE MANAGEMENT IN BANGLADESH 1. Depreciation of currency entails several types of effects on the economy. First, depreciation directly affects the rate of inflation through the level of the pass-through. Many studies including a recent one by the Bangladesh Institute of Development Studies (BIDS) found a high pass-through effect of depreciation of taka in Bangladesh. Since Bangladesh is an import dependent country, any change in prices in the international market will eventually transmit to domestic prices. Second, depreciation also affects output growth through different channels including the balance sheet channel. Third, usually a larger depreciation entails a smaller increase in interest rates and this has effect on the credit channel.Therefore, the overall impact of depreciation depends on the trade-off between these effects. 2. Caught in this dilemma, the monetary authorities perhaps have chosen to keep the exchange rate nominally fixed or almost fixed for last two years, by intervening in the foreign exchange market. However, to manage floats or to maintain a long-term value of the currency, Bangladesh Bank must have to acquire a good stock of international reserves. Recent increasing trends of remittance and net foreign assets give us an indication of bright prospects of acquiring large stock of international reserves, which is now stood at round $7. 5 billion by which Bangladesh can meet up three to three-a-half months import cost. In the face of current account surplus with increasing remittance with low import demand, the taka is likely to face constant market pressure to appreciate. Market analysis also reveals the fact that the taka is now under the pressure of appreciation, but Bangladesh Bank maintains an undervalued taka through huge purchase of US dollars from the market to maintain export compe titiveness. 3. Occasional intervention in the foreign exchange market brings some positive benefits, particularly for developing countries like Bangladesh if the intervention is targeted to achieve some economic objectives such as stable inflation or trade competitiveness. A word of caution is in order if nominal exchange rate moves along a continuum for long time-it may create distortions in the market, such as macroeconomic symptoms of irrational exuberance, which include strong growth, accelerating inflation, rising international reserves, and gradual overvaluation (the loss of international price competitiveness).This is a troublesome situation and if it continues for long time, there might have the risk of possibility of crisis. 4. In this context, the concern is whether Bangladesh Taka is overvalued and to what extent. At the same time, it is of policy concern as to how the real effective exchange rates (REER) are managed. To analyze the macroeconomic consequence of exchange rate, the most po pular approach is to look at the REER and its equilibrium position. During 2007/08, the REER showed a depreciating trend, but it started appreciating from the last quarter of 2008.While depreciation indicates the competitiveness of our export sector, appreciation indicates the loss of competitiveness. With nominal exchange rate being fixed, REER showed depreciation in 2007/8 because of falling dollar against major currencies as well as high domestic inflation. From the last quarter of 2008, the REER shows appreciating trend because of globally declining trend of inflation and of rebound dollar. This gives us a mixed-bag feeling about the exchange rate management policies of Bangladesh Bank. Virtually we are not doing anything except keeping exchange rate fixed to a certain level.Looking at the REER movement, it was, in my assessment, possible to depreciate taka to a certain percentage in the latter half of 2008 in order to give boost to the ailing export sector due to adverse effect of global recession. However, such depreciation would not have significant impact on inflation, as imports and the prices were declining at that time. On the other hand, since from the first quarter of 2009, exports have started gaining momentum and inflation is on a somewhat rising trend, a certain percentage appreciation of taka would likely to give a favourable twist to the economy.Instead of such dynamic approach, Bangladesh Bank takes the policy of maintaining a fixed rate system. This indicates that our exchange rate policy lacks dynamism and it is maintained on an ad-hoc basis. EMPIRICAL APPROACH AND DIFFERENT THOUGHTS Researchers found that the exchange rate volatility has a significant negative impact on the volume of exports in each of the G-7 countries. They also investigated the impact of exchange rate volatility on exports in four East Asians countries (Hong Kong, South Korea, Singapore, and Thailand).Their results indicated that exchange rate volatility has negative impacts on exports in b oth the short run and long run periods. Some results indicated that the significant reduction in exchange rate uncertainty in the Brazilian economy during the crawling peg period might have contributed as much as the changes in prices toward the greater openness of the economy after 1968. Other studies were conducted thoroughly in the context of developing countries. The same negative results were achieved regarding the import volumes of a number of Southeast Asian countries.Estimation concluded that the increase in exchange rate risk has a significant negative impact on import volumes. However, researchers concluded that the cost efficiency by lowering price might not boost up the export demand significantly. Bangladesh export supply is a function of relative prices of its exports and the capacity output of the tradable sector. They have estimated the demand and supply models of exports with annual data and found that Bangladesh’s export is highly sensitive to the income growth of its trading partners and estimate d that a 10% rise in a foreign income would raise the demand for Bangladeshi exports by 23%. RECOMMENDATIONS AND POLICY STAND It may not be a good idea for Bangladesh to let everything to the market; however, it is also not a good to keep exchange rate fixed for a long time. There must have reconciliation between these two extremes and alternative policy options must be spelled-out. It is necessary for Bangladesh Bank to pursue some pragmatic policies in managing the exchange rate through continuous monitoring of relevant indicators such as the REER, NEER, Export, Import, Inflation, Exchange Market Pressure, net foreign assets and domestic assets.In my opinion, a managed floating exchange rate system with a policy of short-term stability and medium to long-term flexibility might be appropriate for Bangladesh. Exchange rate can be allowed to move along the market trend to a certain extent and intervention can be done in order to smooth out the pace of depreciation/appreciation. More importantly, the REER index needs to be properly constructed and constantly monitored. For man aging floats, an active intervention in the foreign exchange market requires the accumulation of a sufficiently large stock of reserves. Therefore, exchange rate stabilization policies based on frequent and small adjustments is desirable. IN FINALE The exchange rate management in Bangladesh can be rated as good as it has not faced any crisis yet. However, still there are scopes to improve the exchange rate management by taking timely decision/correction. For which, the capacity for exchange rate management needs to be improved to reap the maximum benefits of a managed floating system. Even exchange market pressure in Bangladesh is likely to increase soon if the global economy starts recovering in a full swing.In that case, it would not be easy to keep the exchange rate fixed without proper monetary stance to maintain low or stable inflation. Therefore, for better management of exchange rate under a managed floating regime, Bangladesh Bank should work more on institutional development, bringing efficiency in the foreign exchange market and financial sector along with its own capacity building. SOURCES OF DATA To do the analysis of the study the data has been used from May 2003 to Dec 2008.Total export and import of Bangladesh and country wise export and import data has been taken from various issues of Foreign Trade Statistic of Bangladesh issued by Bangladesh Bureau of Statistic (BBS). The exchange rate data has been gathered from Bangladesh Bank and The World Bank Group during that period. The systematic and objective process for gathering, recording and analyzing data has been used in this model. One of my many reasons is that there is no way that one man could have created the earth that we are living in today. The Bible is just one big made up story, and who created God if there is a God? If you think about it, "God" did not create this earth. How can one man create this earth that we are living on today? That is impossible. Then there is the Bible. The Bible is just one big book with a bunch of stories that are totally bunk. Someone had to sat down and make up all those stories, because how could anybody keep up on the Bible for thousands and thousands of years? The stories in there had to have gotten mixed up. My last theory on why I think that God does not exist is if there is a God, then who created God? There had to have been some other God or something like that to make him the chosen one. Think about it. All in all, I hope that all of my thoughts on whether God exists or not got you to think about whether he does or does not. My three points are: about creating this earth, the Bible being just one big made up story, and if there is a God then who created God gave me the opinion that I have today.

An Introduction to Vanitas Paintings A vanitas painting is a particular style of still life that was immensely popular in the Netherlands beginning in the 17th century. The style often includes with worldly objects such as books and wine and you will find quite a few skulls on the still life table. Its intent is to remind viewers of their own mortality and the futility of worldly pursuits. Vanitas Reminds Us of Vanities The word  vanitas  is Latin for vanity and that is the idea behind a vanitas painting. They were created to remind us that our vanity or material possessions and pursuits do not preclude us from death, which is inevitable. The phrase comes to us courtesy of a biblical passage in Ecclesiastes. In it, the Hebrew word hevel was incorrectly taken to mean vanity of vanities. But for this slight mistranslation, the term would rightfully be known as a vapor painting, signifying a transitory state. The Symbolism of Vanitas Paintings A vanitas painting, while possibly containing lovely objects, always included some reference to mans mortality. Most often, this is a human skull (with or without other bones), but items like  burning candles, soap bubbles and decaying flowers may be used for this purpose as well. Other objects are placed in the still life to symbolize the various types of worldly pursuits that tempt men. For example, secular knowledge like that found in the arts and sciences may be depicted by books, maps, or instruments. Wealth and power have symbols like  gold, jewelry, and precious trinkets while fabrics, goblets, and pipes might represent earthly pleasures. Beyond the skull to depict impermanence, a vanitas painting may include references to time, such as a watch or hourglass. It may use decaying flowers or rotting food for the purpose as well. In some paintings, the idea of the resurrection is included as well. Among these, you might find sprigs of ivy and laurel or ears of corn. To add to the symbolism, you will find vanitas paintings with the subjects placed in disarray compared to other, very tidy, still life art. They are designed to remind us that the trivial pleasures of life are abruptly and permanently  wiped out by death.   It is doubtful that this genre would have been popular had the Counter-Reformation and Calvinism not propelled it into the limelight. Both movements- one Catholic, the other Protestant- occurred at the same time as vanitas paintings were becoming popular. Like the symbolic art, the two religious efforts emphasized the devaluing of possessions and success in this world. They instead, focused believers on their relationship with God in preparation for the afterlife. The Vanitas Painters The primary period of vanitas paintings lasted from 1550 through around 1650. They began as still lifes painted on the backside of portraits and evolved into featured works of art. The movement was centered around the Dutch city of Leiden, a Protestant stronghold, though it was popular throughout the Netherlands and in parts of France and Spain. In the beginning of the movement, the work was very dark and gloomy. Toward the end of the period, however, it did lighten up a bit. Considered a signature genre in Dutch Baroque art, a number of artists were famous for their vanitas work. These include Dutch painters like David Bailly (1584–1657), Harmen van Steenwyck (1612–1656), and Willem Claesz Heda (1594–1681). The present research has uncovered the fact that there may included be several problem involved with the administrative, organizational and facilities regarding prison sports as well as establishing respectable physical activities program in a variety of institution including prisons. The long term inmates have suffered dispersal policy. This policy hold that prisons must be concerned with security first and for most, with other issues being unimportant. In the process sum of the program which have suffered include education and recreation. This is problematic because such programs help to lower tension in prisons and build better relationship between staff and inmates. The researcher found that most conventional social activities in prison are sedentary, non-physically active, and similar types of pursuits. One of the major problems in prison recreation and sports is that it primarily serve the purpose of alleviating boredom and passing the time more quickly. Various prisoners made demand to the researcher that there must be a provision to reduce the amount of time spent in there barracks and increase the amount of time for sports activities. They also insisted that better sports facilities must be provided. Model Prison Manual, (2003) of India, states the presence of physical educator in every jail. Despite the injunction by the model prison the researcher found no physical educator in any of the jails undertaken in the study and the allotted time for sports activities was inadequate and the necessary facilities regarding any type of physical activities had not been provided. The lack of government funds, detrimental social attitude and legislation, limited staff, over crowding, inadequate facilities, spars equipments and old fashioned recreational philosophy reduce the chances of inmate to get engage in systematic sports and physical activities. Many inmates recognize that very limited sports facilities (31.91%) are available to them whereas large number of inmates (82.82 %) are interested in sports activities which are not offered often, the stated sports facility needs of inmates are not even considered when developing any program for the jail upliftment. Another problem with prison sports programs involves factors associated with motivation. Inmates often participated in activities for the rewards such as escape from work, trophies and better diet etc. All these extrinsic motivational factor are likely to produce lesser chances of enhancing self image, confidence are likely to shallow. According Card (1983) inmates who take part in recreational activity because of there own personnel interest will likely reap greater benefits than those who become involve primarily through the persuasion. Following the analysis of data generated during the study following were the main findings: sports facilities and their administration were inadequate and poorly administered, the programs in relation to sports lacked specific goals, the programs help pass the time but served no rehabilitative purpose, there was very little carry-over value of prison activities because many of the sports facilities were inadequate, and attitudes towards recreational activities were mostly before ones incarceration and would rarely be changed by sparse existing rehabilitation and physical activities programs in Uttar Pradesh Mandal Jails. Flynn (1974), Observed reason for limited recreational activities is due to the staff concerned for the security. The greater amount of security that is required, the greater amount it well coast. There is usually a shortage of staff at institution which creates problems with general security procedures. If security is a problem with a general prison population, physical activities programs may provide greater burden on security. A good prison sports program must be well planned to suit the needs of inmates. Forced participation would defeat the purpose of corrections. With careful planning and developing large number of facilities and activities can be provided for the prisoners in any prison. The introduction of community based sports programs with the quality of recreation opportunity as well as the creative reintegration of an offender with his or her family and within greater social system. Security, however, must still be considered apriority for the community. Muth (1974) opined that having the capability of participating in recreational activities with ones partner and/or children gives the offender a much better opportunity to keep his/her family intact. According to World Health Organization (2003) the prisoner must be treated as complete whole person. The recreation aspect of life is stressed to help the offender in this way. During incarceration, inmates suffer the loss of many things: freedom, a sense of reality, sensory experiences, and the reality of who they are. Through participation in sports and other activities, inmates can experience some limited control over these areas for short period of time. The participation will also help on offender in the re-socialization process. Who believes that an inmates need to be seen as a total person for them to become better citizens and recreation through basic sports facilities within the prisons walls is a part of this concept. Though Model Prison Manual, 2003 of India did mention about the Physical Training Instructor under the Educational Personnel of administrative frame-work of jail personnel, but forget to mention the duties of Physical Training Instructor under the heading Duties of Educational Personnel. This itself shows the lack of awareness, among the jail policy-makers, about the importance of games and sports for the rehabilitation of incarcerated persons. Special discussion is required for the Kanpur Mandal Jail due to the fact that the Senior Superintendent of Jail denied the permission the carryout the proposed research work though the researcher produced all the relevant documents of permission and orders to collect the data from the highest authority of Uttar Pradesh Jails, i.e. the Director General of Jail, Jail Administration Reform Services, Uttar Pradesh, Lucknow. The administrator of the Kanpur District Jail did not comply with the orders and repudiate the researcher to access into the jail premise to collect the relevant data for the present study. The similar administrator told the researcher to go away from his office immediately and escorted the researcher up to the main gate of the jail to ensure the exit of the researcher from the jail premise. Hence the researcher could not collect data from the Kanpur Mandal Jail due to the preceding mishappening. Discussion On Hypothesis: The first hypothesis in the chapter-I was mentioned as Jails do not have an effective organizational set-up for sports. As it has been found during the survey of all the Mandal Jails of Uttar Pradesh that the organizational set-up is not up to the mark for sports as has been depicted in the following Figure: Figure-18 Column Diagram of Organizational Set-up of Uttar Pradesh Jails Hence, the first hypothesis of the study has been achieved. The second hypothesis in the chapter-I was mentioned as Jails do not have an effective sports administrative setup to ensure proper growth and development of jail inmates. The fourth hypothesis in the chapter-I was mentioned as Jails (of All Mandals in Uttar Pradesh) do not have an ideal set-up for sports. The researcher has taken the Model Prison Manual, 2003 of India as the criterion for ideal set-up. The preceding manual states that every jail should have one physical training instructor (page no.44, chapter- 4.03.4-b) under the Educational Personnel but the researcher did not find any physical training instructor in any of the jails of Uttar Pradesh Mandal. Hence, the fourth hypothesis of the study has also been achieved. Conclusion Prisoners often appear to have high rates of recidivism partly as a result of feeling of certainty about their ability to succeed on the outside world. This study does not suggest any co-relation between the availability and use of existing facilities for use of sports and the correction in offenders behaviors. It only suggests, by review of literature and discussion with prisoners that it is possible that participating in sports can have long term effects if there continued after release from prison. Here the researcher opines that if the prisoners keep themselves physically active and goal oriented in prison, they may accomplish the same purpose outside of prison. The study suggests the inadequate facilities for sports and non-availability of physical training instructor in the prisons, often hamper the proper planned physical activities for prisoners. The respondents of the study were prisoners and various jails administrators. Almost all the respondents argued that sports acted a s a release for aggressive energy rather than contributing to further aggression. Given the results of the study in chapter four the government of India, with the prisons, should strive for two main objectives: (i) social control and (ii) rehabilitation. Recreation with the help of sports and other physical activities should be implemented for the former, while education should be implemented for the latter. Recommendations There should be a post of Physical Training Instructor to conduct program of demanding physical activities for jail inmates. Along with the unemployment and poverty, sports and recreation programs should be viewed as the establishment of a general strategy to improve the opportunity of improvement in jail inmates. Recommendations are made for the development of sports or recreation programs as a preventative role for youth-at-risk; and the development of sporting and recreation facilities and opportunities for inmates including financial assistance for sports facilities and development of any existing facilities. It is suggested that for any long term change to occur the programs need to offer follow-up program. The same is true for physical activities programs which should be considered as only a partial solution for the crime rate in India. More qualitative empirical data should be gathered for the sports programs and its inclusion in jail programs. Further researches are needed to provide holistic view of the relationship between various physical activities and crime records. It is suggested to consider a requirement to monitor program to a consistent, minimum standard for the introduction and development of sports facilities for jai inmates. Various sports federations should be encouraged to participate and promote sports activities in jails for correctional recreational. It is also suggested that a clear setup post-program opportunities for participation in various physical activities, particularly in programs with objective of developing the offenders participation to being and independent activity. Clear and systematic communication between any external organization running a physical activity program and the jail official responsible for over-seeing the program. Explicit acknowledgement of achievement by inmates participations in various games and sports, if appropriate by formal awards. A high quality of staff delivering the physical activity programs should be posted at every jail, not simply to deliver the activity but more importantly to achieve the difficult mix of being able to develop personal social skills, engender mutual respect and maintain a clear behavioral code and discipline. Consensus statement on physical activity programs promotion in prisons should be drafted by all the research agencies and universities running physical education courses in order to facilitate to raise standards in health promotion of prisoners by engaging in different forms of physical activities. It is recommended that whenever imprisonment in imposed, however, loss of freedom constitutes the punishment; health and wellbeing must not be compromise. Sports in prison communities requires immediate financial boost in this blessed land of forth-coming xix Common Wealth Games, New Delhi- 3 14 October, 2010. Government of India should establish special programs, through existing tertiary institutions and distance courses, to train jail administrators for physical activities and sports. Directorate General of Jail and other similar agency issue or verify the identity card of the researcher on their letterpad in order to smooth conductance of the research work. The use of community sports and recreational resources must be emphasized. The purpose and content of sports and other recreational programs in all the jail settings must be redefined. Physical activities, leisure services and various sports programs must become an integral component of the inmates treatment process. Recreational rehabilitative programs should be based on more extensive and reliable analysis in order to ensure high quality programs. Newer study may be taken to analyze the number of sports persons and their participation in jails. Government should allocate separate budget for intensive sports programs aiming for the rehabilitation and to promote wellness, a healthy life style and decrease medical treatment as envisaged by the World Health Organization (2003).

Effects of Cultural Lag

Cultural lag — also called culture lag — describes what happens in a social system when the ideals that regulate life do not keep pace with other changes which are often  Ã¢â‚¬â€ but not always  Ã¢â‚¬â€ technological. Advances in technology and in other areas effectively render old ideals and social norms obsolete, leading to ethical conflicts and crises.   The Cultural Lag Concept   The cultural lag concept was first theorized and the term was coined by William F. Ogburn, an American sociologist, in his book Social Change  With Respect to Culture and Original Nature, published in 1922. Ogden felt that materiality — and by extension, the technology that promotes  it  Ã¢â‚¬â€ advances at a rapid pace, whereas societal norms tend to resist change and advance much more slowly. Innovation surpasses adaptation and this creates conflict.   Some Examples of Cultural Lag   Medical technology has advanced at such a pace as to put it in conflict with several moral and ethical beliefs. Here are a few examples:   Life Support:  Medical technology is now being used to keep people’s bodies functioning long after they would otherwise have been declared dead. This raises cultural and ethical questions about when life ends and who has the right to end artificial life support or to prolong existence. The development of new cultural beliefs, values, and norms lags behind the dilemmas posed by the technological change.  Stem cell research and therapies:  Stem cells have been proven to defeat a host of diseases, yet they must come from unborn fetuses. Some types of abortion remain illegal on several state and federal levels, creating a conflict between medical advancement, the law, and ethical and religious beliefs.  Cancer vaccines:  A vaccine against cervical cancer became available in the 21st century, but some oppose it because it is given to preteens. This is seen in some quarters as encouraging youngsters to engage in sexual activity. Again, medical advancement has outpaced cult ural and moral considerations.   Other Cultural Lags in the 20th Century   History  Ã¢â‚¬â€ and particularly recent history  Ã¢â‚¬â€ is rife with other, less traumatic examples of cultural lag that nonetheless support Ogburns position. Technology and society are fast-paced, and human nature and inclination are slow to catch up. Despite their many advantages over the handwritten word, typewriters werent routinely used in offices until 50 years after their invention. A similar situation exists with the computers and word processors that are commonplace in businesses today. They were at first met with objections from labor  unions that they would undermine the workforce, ultimately replacing people and ultimately costing jobs.   Is There a Cure?   Human nature being what it is, its unlikely that any solution exists for cultural lag. The human intellect will always strive to find ways to do things faster and more easily. It has always attempted to fix problems thought to be insurmountable. But people are wary by nature, wanting proof that something is good and worthwhile before accepting and embracing it. Cultural lag has been around since man first invented the wheel, and woman worried that traveling so fast would surely cause grievous injury.
